Extradition – Red Notice – International and European Arrest Warrants
Extradition proceedings are complex, technical, and often urgent. They require a strategic, responsive, and experienced defense.
I act in cases involving Interpol Red Notices, international arrest warrants, and European arrest warrants, in France and in more than 40 countries.
A Red Notice is a request for location and provisional arrest circulated by Interpol. It does not constitute an enforceable arrest warrant. It may be challenged, particularly in cases involving political motivation or violations of fundamental rights, before the Interpol Commission for the Control of Files.
An international arrest warrant issued by a foreign judicial authority is not automatically enforceable in France. Its enforcement is strictly reviewed by the Investigating Chamber.
Several legal grounds may justify opposition to extradition:

statute of limitations,

political nature of the offense,

absence of double criminality,

violation of fundamental rights,

risk of treatment contrary to Article 3 of the European Convention on Human Rights,

failure to comply with the principle of specialty.
Each case is a race against time. Immediate intervention is essential.
For more than thirty years, I have defended clients in order to prevent extraditions or control their consequences, from the moment a notice is issued or following an arrest.
A Rigorous and Proactive Method
1. Immediate Strategic Analysis
Examination of the Red Notice and its compliance with Interpol rules. Referral to the Commission for the Control of Files where necessary.
2. Defense before the Investigating Chamber
Preparation of written submissions, challenges to the legality of the procedure, and oral argument. The objective: block the extradition and obtain release from custody.
3. Application for Release
Immediate action based on Article 696-19 of the French Code of Criminal Procedure: judicial supervision or house arrest.
4. International Coordination
Close collaboration with foreign lawyers to challenge the proceedings at their source, improve trial conditions, or obtain withdrawal of the request.
An effective defense in extradition matters depends on experience, mastery of international mechanisms, and the ability to act immediately.
In many cases, a well-executed strategy makes it possible to avoid extradition.
